Why couldn't they send me a communication correspondence inviting me to a local court at a specific time and date to sign and pay for my mother's estate?

If he passed away between 2021 and 2023, neither the coroner nor the widow contacted me, plus I wasn’t informed of my mum’s death appropriately.
